I never really understood why a lot of the cartoon xxx movies and photos had the genitals blurred out until a friend of mine from Japan explained it to me. He said that there are such strict censorship guidelines that they aren't able to produce any kind of hentai or anime legally that shows a guys or a girls genitals and that if it's not blurred then it's illegal.
